Using the American Recovery and Reinvestment Act (ARRA) funding, the County of San Mateo Human Services Agency (HSA) launched a recovery program to assist local families, individuals and businesses during the recession. FCM developed a brand strategy and a microsite to support the various recovery programs called SMC Works.

SMC Works provides referrals of qualified workers and subsidizes some employment cost for businesses; the program helps unemployed parents re-enter or gain entry to the workforce by providing employment opportunities and serves low-income families.

SMC Works provides:

• Employment income for eligible parents
• Wage subsidies for employers
• Emergency safety net assistance for families
